Once in Program Admin view, and CES uploads a CSV of students, under the multiple students option, does a user have access to the course content at that point?

A user has course access after they are uploaded, assigned to a contract, and activated. If the user is uploaded through a CSV uploader, the person performing the upload will be prompted to assign all uploaded users to a contract/courses. If the upload is successful, the uploaded users will then have inactive course access. The users will receive a registration email with a link to activate their account - after this is done, they will have active course access.
If any of these three steps are skipped, the end user will not have course access.
